From 1912-1914, Kanab had an unusual situation, the election
of an all women council and mayor, Mary Woolley Chamberlain. Ada Seegmilleer, Blanche Robinson
Hamblin, Tamar Hamblin and Luella McAllister served as her council members. The council was responsible for many
changes during their tenure, including a protest to the U. S. Postal
department, which resulted in the discontinuation of liquor being carried
through the mail. Various fines
were assessed: stray animals found on Kanab Streets, and to anyone using a flipper
in the town limits. Stores were
forbidden to sell unnecessary articles on the Sabbath, and on a practical note,
walkways were placed over irrigation ditches so the ladies would not soil their
long skirts while crossing over them.
